HISTORY

A. THE PERIOD 1956 - 1964:

1. In 1956: Urban bureau of Architectural Department was founded in 1956. This was the original organ of Institute of Urban and Rural Planning and Vietnam Institute for Architecture, Urban and Rural Planning (now).

2. In 1958: In 1958, Urban and Rural Agency of Ministry of Architecture was founded on the basis of the urban bureau

3. In 1961: Founded Institute of City and rural planning and design

B. THE PERIOD 1965 - 1975:

1. In 1969: The Institute of City and rural planning and design was divided into 2 institutes including Institute of City and rural planning and design and Institute of city technical design under the Ministry of Architecture.

2. In 1975: Establishing Institute of Urban – Rural construction

In 1975 the Institute of Urban – Rural construction was founded on the basis of integrated 3 institutes: Institute of Civil design, Institute of City and rural planning and design and Institute of city technical design

C. THE PERIOD 1976 - 2008:

C1. The period 1976-1986:

- In 1978: Establishing the Institute of Urban and Rural Planning

The Institute of Urban – Rural construction was divided into 2 institutes including: Institute of Urban and Rural Construction Planning and Institute of Public work and housing design under the Ministry of Architecture.

- In 1979: Establishing the Institute of general construction planning

After establishing the State capital construction Commission, Institute of Planning was divided into 2 institutes including Institute of general construction planning under the State capital construction Commission and Institute of Urban and Rural Planning. Up to 1982, due to the requirements of unifying planning work, 2 institutes were merged.

C2. The renovation period: 1986-1995

In the middle of 1988, new Ministry of Construction was established on the basis of the State capital construction Commission and Ministry of Construction.

- In 1990, the Institute of general construction planning was renamed the Institute of Urban and Rural Planning.

- In 1994, the central region of rural development (1994-5/1996) under the Institute of Urban and Rural Planning was established. In June 1996, it renamed the central region of urban-rural planning (6/1996-3/2008) under the Institute of Urban and Rural Planning.

C3. The period: 1996 – 2008

I. Urban and rural planning work:

- In 1996, the country has overpassed 10 year of renovation and open policy. The achievements in the renovation process affirmed the true direction of the government and the party on the way to overcome obstructions in mechanism, attract the resources to participate in construction of urban quarters, economic zones, entertainment centres… Hence, motive power for urbanization also becomes more than before.

The context of the country put the Institute of Urban and Rural Planning before new opportunity and challenges. It should prove the leading capacity in gathering and regulating the activities of the industry between the centre and the localities at the time when there are many planning institutes and centres for construction planning in almost provinces together with the Institute of Urban and Rural Planning.

The organization structure in the leader board of the Institute had changed much at that time.

- In 2004,  Sub-Institute of Southern Region Urban – Rural Planning was founded on the basis of mergence between Planning enterprise under the General construction and consult company and Southern centre for urban – rural planning.

D. THE PERIOD 2008 – 2016

Vietnam Institute of Architecture, Urban and Rural Planning was founded on the basis of mergence between Vietnam Institute of Urban and Rural Planning and Vietnam Institute of Architecture. This is a great event not only for the staffs of 2 institutes but also renovating guidance in organization work of MOC for two important fields of the country including architecture – urban and rural planning.

Its international name is Vietnam Institute of Architecture, Urban and Rural Planning (VIAP)

Its headquarter is located at 10, Hoa Lu, Hai Ba Trung, Ha Noi

Board of leaders during this period included:

General Director: Dr. Arch. Nguyen Dinh Toan (4/2008-8/2009)

Deputy Directors: MA. Arch Ngo Trung Hai, MA. Arch La Thi Kim Ngan, Dr. Arch Le Thi Bich Thuan, Eng. Pham Xuan Tu

- From the middle of 2009: Changing the leader board of the Institute. Deputy Director MA La Thi Kim Ngan was transferred to other unit. In August 2009, General Director Nguyen Dinh Toan was appointed as the deputy minister of Construction.

MA. Arch Ngo Trung Hai was appointed as the Acting General Director in September 2009 and officially General Director in April 2010. Deputy Directors: Dr. Arch Le Thi Bich Thuan, Eng. Pham Xuan Tu, Dr. Arch Truong Van Quang, MA. Arch Vu Dinh Thanh. At the end of 2013, Eng. Pham Xuan Tu and Dr. Le Thi Bich Thuan were retired.

During this period, in the Institute some new units were established. They were National palace for planning exhibition (10/2010),  Institute for rural development planning (12/2011),  Institute for environment planning, urban and rural infrastructure (12/2013)

It has 715 staffs including 10 doctors, 80 masters, 498 architects and engineers in different specialities, 40 staffs graduated from high school and college, 78 workers. The Institute becomes the leading institute in the country and holding the first place in the field of planning and architecture.

From October 2013, the Institute was renamed as Vietnam Institute for Urban and Rural Planning (VIUP).

Vietnam Institute for Urban and Rural Planning (VIUP) is a public service unit under Ministry of Construction which has following functions: organizing scientific research; applying technological advances to serve governmental management in the fields of construction planning including regional planning, urban planning, rural development planning, technical and environmental infrastructure, urban design, landscape architectural space (shortly construction planning); organizing training courses, enhancing the quality of cadres, co-operating with foreign countries and propagating information on technological science; doing consultative activities;  technical services, production and business in the fields of construction planning, architecture.

Board of leaders:

General Director: MA. Arch Ngo Trung Hai

Deputy Directors: Dr. Arch Truong Van Quang.

MA. Arch Vu Dinh Thanh was transfferd to the Deputy Director of Vietnam Institute of Architecture.

In July 2014, Dr. Arch Luu Duc Cuong and Arch Pham Thi Nham were appointed as Deputy Directors of the Institute.

In 2015, Dr. Arch Luu Duc Cuong was conferred the title of Associate Professor by The State Council for Professor Title.

In November 2015, Dr. Arch Truong Van Quang was retired.

In February 2016, MSc. Pham Thi Thanh Hoa and MSc. Nguyen Thanh Hung were appointed as Deputy Directors of the Institute.

At this time, VIUP has 532 staffs including 01 Associate professor, 02 doctors, 78 masters, 392 architects, engineers and bachalors in different specialities, 15 staffs graduated from high school and college, 44 workers. The Institute becomes the biggest institute in the country and leads at the first position in the field of planning and architecture.

In December 2013, on the bases of reorganization of Centre for urban design, VIUP has issued the decision No 47/QD-VIUP to found  Urban Design Institute

Sub-institute for Southern region urban and rural planning was separed to form Southern Institute for Construction Planning under MOC.

In Octorber 2014, Sub-institute for Southern region urban and rural planning under VIUP was founded according to the Decision No 386/QD-VIUP.  

E. THE PERIOD 2016 – Up to now

In May 2017, Director Ngo Trung Hai was retired. Assoc.Prof.PhD.Arch Luu Duc Cuong was appointed as the Acting General Director of the Institute.  Assoc.Prof.PhD.Arch Luu Duc Cuong officially became the General Director in March 2018.
In January 2018, Ministry of Construction issued Decision No 68/QĐ-BXD defining functions, duties, rights and organizational structure of Vietnam Institute of Urban and Rural Planning.

In August 2021, Deputy Director Nguyen Thanh Hung was transferred to an another unit. Therefore, VIUP's board of leaders consists of the General Director Assoc. Prof. PhD. Luu Duc Cuong and 02 Deputy Directors: Arch. Pham Thi Nham and MSc.Eng. Pham Thi Thanh Hoa.
In January 2022, the Minister of Construction appointed Deputy Director Assoc. Prof. PhD. Hoang Vinh Hung.
