Report on Ha Noi capital regional construction plan

A meeting between officials of ministries, agencies and localities was held on March 3 to discuss the Ha Noi capital regional construction plan up to 2030, vision to 2050. The Prime Minister Nguyen Tan Dung chaired the meeting.

Based on the task adjusting Ha Noi capital regional construction plan up to 2030, vision to 2050 approved by the Prime Minister on the decision No 1758/QD-TTg, Ministry of Construction assigned Vietnam Institute for Urban and Rural Planning (VIUP) and the Paris Region Planning and Development Agency (IAU Île-de-France) to make the plan.

On behalf of the consutant organ, VIUP’s director Ngo Trung Hai presented a brief content of plan. The scale, scope of research include Hanoi Capital and 09 provinces of Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Ha Nam, Hoa Binh, Phu Tho, Thai Nguyen and Bac Giang (expanding additionally 03 provinces including Phu Tho, Thai Nguyen and Bac Giang comparing to the Decision No. 490/2008/QD-TTg, of May 05, 2008) with total area of 24,314.7 km2 and the current population of whole region in 2010 of about 17 million people.

According to the plan, Hanoi Capital region to 2050 is a large synthetic economic region of nation and Asia – Pacific Ocean area. This is a dynamic development area, with high urban quality, advantage and sustainable investment environment; assurance of security, national defense; Hanoi Capital is a special city, an administrative, political, cultural, educational, scientific, technological and economic large centre of  the whole nation.

The three major goals of the plan are:

Firstly, the plan will meet development goals, planning management and construction requirements, ensure the national resource allocation effectively, limit shortcomings of the urbanization process on the environment and mitigate climate change consequences to develop the region more sustainably and prosperously.

Secondly, it will formulate a synchronous and modern system of technical and social infrastructure network of region and facilitate for urban areas to continue promote role such as kernels creating motive force to push the economic, cultural, social development for surrounding area and balance development between rural and urban areas.

Thirdly, it will be a foundation for the establishment and adjustment of the overall plans of neighboring provinces and regions, the planning on construction of new rural establishment and technical infrastructure as well as a database for management work to propose regional management models and policies.

Speaking on the meeting, the PM appreciated Ministry of Construction and consutant organ in making the plan according to initial targets as well as asked the consultant organ to collect and receive the opinions of the participants to perfect the plan to submit the PM for approval. He also asked ministries, localities in the region to check and update the whole approved plans and to maximize their advantages for the region's development, especially potential in land and tourism as well as actively attract various investment sources to upgrade the socio-economic infrastructure system and improve people’s lives.

It is necessary to exploit effectively land around the river, guarantee safety of dykes, exploit potential and advantages of riverside land as well as improve all river and lake systems, he said.
