Along with the development of information and communications technology, many countries around the world have succeeded in building smart urban models to contribute to improving the quality of life and the quality of the localites government’s service; reducing energy consumption, and enhancing effective management of natural resources. In Vietnam, smart urban development is one of the important driving forces to realize the goal of turning Vietnam into a modern, high-income industrial country by 2045. Project "Development sustainable smart urban areas in Vietnam in the period 2018 - 2025 and orientation to 2030" (Project 950) was approved by the Prime Minister in Decision No. 950/QD-TTg dated August 1, 2018 to promote the development of smart cities in Vietnam.
On May 12th, 2022, the Minister of Construction signed Decision No. 38/QD-BXD to approve the technical support document using ODA capital from the Korean Government in implementing the project "Establishment of the Vietnam - Korea Cooperation Center on smart cities and construction technology" (VKC project). The purpose of the project is to establish a professional center promoting research and training on smart cities and advanced construction technology, to contribute to smart urban development in Vietnam and enhance cooperative relationship between Vietnam and Korea in general, between the Ministry of Construction of Vietnam and the Ministry of Land, Infrastructure and Transport of Korea in particular.
Speaking at the workshop, Dr. Tran Huu Ha – Director of Academy of Managers for Construction and Cities emphasized: The Party and Government of Vietnam had many important policies in developing smart urban areas; Resolution 52-NQ/TW of the Politburo also had guidelines and policies on proactively participating in the 4th Industrial Revolution and Vietnam's sustainable urban development project until 2030, vision to 2050. These are extremely important legal bases.
There will be closer cooperation from businesses and localities of the two countries on smart urban development, towards sustainable urban development, bringing benefits for the people, said Mr Tran Huu Ha.
Dr. Architect. Luu Duc Minh - Deputy Director of Academy of Managers for Construction and Cities, Director of the VKC Project further emphasized: the VKC project will contribute to sharing valuable Korean experiences and advanced technologies which will be applied to smart cities in Vietnam.

This conference is an opportunity for Korean small and medium-sized enterprises which have been successfully appling the urban technology and smart infrastructure in Korea and agencies under the MoC and Ministry of Transport to connect and build a long-term cooperative relationships; create conditions for building networks and exploiting cooperation opportunities between agencies and businesses of the two countries through technological connections in key areas of smart cities.
